The Vaccination Subsidy Scheme (VSS) provides vaccine subsidies through private doctors. It runs alongside the free Government Vaccination Programme (GVP); the difference is that VSS is a partial subsidy, so you pay the balance.

How it works

An eligible person brings a valid Hong Kong Identity Card to a private doctor or clinic participating in VSS. The doctor deducts the government subsidy from the fee on the spot, and you pay the difference. How much you pay depends on the clinic's own charge.

2025/26 subsidy amounts

  • Flu vaccine: HK$260 per dose
  • 23-valent pneumococcal polysaccharide vaccine (23vPPV): HK$400 per dose
  • 15-valent pneumococcal conjugate vaccine (PCV15): HK$800 per dose

For example, if a clinic charges HK$360 for the flu vaccine including the consultation and the government subsidises HK$260, you pay HK$100.

Who's eligible

VSS eligible groups are close to GVP's, covering people aged 50 or above, children and adolescents aged 6 months to under 18 years, pregnant women, and people aged 18 to 49 with chronic illness. The pneumococcal subsidy mainly targets people aged 65 or above and high-risk groups.

Before you go

Confirm the clinic participates in VSS and ask for the total charge including consultation so you can budget what you'll actually pay. Bring a valid Hong Kong Identity Card or other accepted proof of eligibility.

Subsidy amounts and eligibility can change each year. Confirm the current arrangements with the clinic or the Centre for Health Protection before getting vaccinated.
